Tidecaller Stat Weights
Resto Shaman stat weights for WoW Forever, worked out from your own fight. Every number is in points of Healing: a weight of 4 means one point of that stat is worth four points of Healing.

Base 665 at level 30 + 1,445 from 115 Intellect = 2,110.
Healing power is Healing plus Spell Power. Spell Damage on healing items does not heal. Buff MP5 covers Mana Spring, Blessing of Wisdom and similar. Max mana is base mana for your level (Classic's documented Shaman values, which a naked level 24 Forever Shaman matches exactly) plus Intellect: the first 20 points give 1 mana each, then 15.
Regen while casting
Spirit formula and calibration
The default is a straight line fitted to eleven level 22 Orc readings from 48 to 90 Spirit: about 0.63 MP5 per Spirit, within 0.6 MP5 of every reading. The 43 Spirit reading (no bonus Spirit) sits off the line and is left out. Intellect does not change the result. Add a reading per line: your Spirit, then the Spirit tooltip's "Mana Regeneration by N per 5 sec while not casting". Lines starting with # are ignored.
Casting share (optional): if your sheet shows total mana regen while casting and not casting, enter both. Gear MP5 above is subtracted.
Levels off: cap 115.1, B 2,750, worst miss 2.4 MP5. Straight line: base 30.5, 0.63 per Spirit, worst miss 0.6 MP5. The tooltip rounds to whole numbers, so a worst miss under 1 fits.
Fight
Casting once every five seconds counts as 100%, even if you are only casting half the time.
Mana stats only matter when mana is what stops you. If you always finish with mana left, set this to 0.
Stat weights 1 Healing = 1.00
MP5 > Intellect > Healing = Spell Power = Spirit
Mana-bound value scaled by 70%. If you never ran out, mana stats would be worth 0; if you always did, MP5 would be 4.06.

What Tidecaller does
Tidecaller works out stat weights for a Restoration Shaman in World of Warcraft: Forever, from your own character and your own fight. Every number is in points of Healing, so a weight of 4 means one point of that stat is worth four points of Healing. The result is a priority line and a bar for each of MP5, Intellect, Spirit, Healing, Spell Power and Stamina.
It also lists every heal rank you know and the share of gear bonus each keeps, picks the best usable set from 155 candidate items for your faction, level and professions, and scores any item you add yourself. The game data is from the Forever beta, and the values that are not yet confirmed are marked Check. Everything runs in your browser. Your settings and added items stay on your own device and nothing is sent anywhere. Change the fight length, how often you run out of mana or your regen talents, and the weights and the best set update at once.
How it works. When mana runs out, total healing is your total mana times healing per mana. One MP5 is worth (fight length / 5) × (base heal + coefficient × healing power) / (total mana × coefficient) points of Healing. Intellect gives 15 mana once per fight, and with Water Shield each heal crit returns 2% of max mana, so Intellect also makes every crit return more. Water Shield's limits (three globes, one proc every few seconds, a global cooldown to reapply) are not modelled; at normal crit rates they rarely bind. Spirit regen keeps running at the talent's share inside the five-second rule and at full rate outside it; gear and buff MP5 always run at full rate. The final weights are the mana-bound values scaled by how often you actually run out.
Downranking. Forever cuts a rank's healing power bonus by 5% for each level past 17 above the level you learned it. The coefficient is the base cast time divided by 3.5 seconds. Crits and percent talents multiply every term equally, so they do not change the weights.
Unconfirmed. The Spirit rate above 90 Spirit, why the first few points of bonus Spirit give more, and whether level moves it (measured at level 22 from 43 to 90 Spirit; Intellect does not change it), whether the Icon stacks with the talent, Healing Wave rank 4's base heal (read from a chart), and the mana costs of Healing Wave rank 10 and Lesser Healing Wave rank 1 (Classic values). Max mana uses Classic's documented base mana for the Shaman. A naked level 24 Shaman in the beta matches it exactly (796 mana at 40 Intellect); other levels are not yet checked, and levels between documented values are estimated. Calibrate and edit as the beta answers these.
